The Elephant Not in the Room

Now, the part everyone is really talking about: who is missing from that list.

Anthropic, the maker of Claude, is not part of the deal. And it is not because the Pentagon did not want them. Quite the opposite.

Anthropic was the first AI company to embed its technology into a war‑fighting system – the famous Project Maven. But when it came time to negotiate the terms of this new agreement, Anthropic drew a hard red line: no use of its technology for fully autonomous weapons or mass domestic surveillance.

In 2018, Google employees learned their company was working on Project Maven – a Pentagon AI initiative designed to help analyze drone footage and identify objects (and, implicitly, people) for targeting. More than 4,000 employees signed a petition demanding Google pull out, and eventually, it did.

The reaction inside the company was visceral. Many Google workers felt they had been hired to “organize the world’s information,” not to help the military decide where to drop bombs. Google publicly pledged not to renew the Maven contract, and for a moment, it looked like a victory for tech‑worker activism.

But the spotlight didn’t stay dark for long. Microsoft and Amazon quietly stepped in, picking up subcontracts worth a combined $50 million for imaging analysis and object detection – essentially continuing the work Google had abandoned. The moral victory was real; the operational impact was almost zero.

That pattern – public outcry, corporate retreat, rival backfill – is playing out again. Only this time, the AI is a thousand times more capable, and the cameras are mostly turned the other way.


Why This Feels Different Now

Three things have shifted since 2018 that make this moment heavier:

  3. Geopolitical pressure is immense. The U.S. is in active competition with China and other state actors over AI supremacy. The national security establishment genuinely believes that not moving fast on AI is a risk in itself. Speed, in their view, is a form of defense.

Those three forces create a perfect storm: extraordinary capability, engaged (and worried) citizens, and a military that feels it cannot afford to say “no.”

Second: the normalisation of surveillance. Once AI‑driven surveillance systems become standard in military networks, the infrastructure often seeps into domestic law enforcement. We saw this with Palantir’s technology migrating from battlefield intelligence to ICE operations. The technology does not stay put; it flows.

Third: the ethical precedent. When the biggest AI companies in the world agree to “all lawful use” language, they are defining what acceptable AI behaviour looks like for the entire industry. Startups that want to compete for government contracts will be expected to use the same terms. Economic pressure will standardise the least restrictive ethical framework.

This is not a call for panic. It is a call to pay attention. Because the future of AI is not being written by a philosopher‑king in a quiet room. It is being written in real‑time, in 12‑page contracts that none of us get to read.
